Student Pass application requirements and procedures

In the event Counselling and Care Centre (CCC) opens its full-time enrolment for International students, all International students will require Student’s Pass in order to pursue full-time study in Singapore.

Upon CCC’s assessment of the student’s eligibility to enrol into their course of choice, CCC will assist in the Student’s Pass application on behalf of the student. A Student’s Pass application will be applied through ICA SOLAR+ system. New application for a Student’s Pass must be submitted at least 2 months and not more than 3 months before the commencement of the course.

The following documents are required of each applicant for the application of the Student’s Pass:

  • Completed Training Application Form
  • ICA eForms 16 and V36
  • 2 recent passport sized coloured photographs
  • Passport
  • Birth Certificate
  • Copy of all education certificates and transcripts
  • Letter of Employment (if applicable)
  • Bank Statement (if applicable)

The processing time for a new Student’s Pass application is within four weeks (excluding the date of submission). Some applications may take longer to process. Successful applicants will receive an In-Principle Approval Letter (“IPA”) from ICA through the CCC with instructions to formalities that students are required to complete before the collection of the Student’s Pass.

Relevant Singapore Laws

These include, but are not limited to, immigration requirements, laws on driving, drugs and alcohol abuse, employment, smoking, traffic and littering.

Important: Ignorance of the law is no excuse to break the law, the responsibility lies on everyone to know the law.

Immigration

All international students studying in Singapore must have a valid passport and a Student Pass from the ICA (Immigration and Checkpoint Authority).

Employment

International students are not permitted to engage in any form of employment or attend an industrial attachment / internship programme, whether paid or unpaid, without a valid work pass issued by the Ministry of Manpower.

Driving

All drivers must be in possession of a valid Singapore driving license and the vehicle must be insured.

Drugs & Alcohol Abuse

Possession of Controlled Drugs is presumed to be for trafficking, an offense which can carry the death penalty.

Any offense committed while being intoxicated (drunk) is punishable under the law. Drunk driving is a serious offense.

Smoking

Smoking in specific public places and indoor restaurants is prohibited.

Littering

Littering, spitting, and vandalism (with graffiti) in public areas are serious offenses.

Choosing a suitable accommodation is one of the most important decisions for an International Student coming to Singapore. From hostels to HDB flats, there is a variety of accommodation for International Students to choose from. Some factors to take into consideration include:

Cost – This includes the unit’s monthly rental fees, rental deposit, security deposit, administrative charges, agent fees, etc. It’s also good to note that housing in Singapore can be more expensive within the city area.

Location – Besides being conveniently located, check if amenities like public transport, grocery stores, food outlets and banks are easily accessible from the apartment.

Length of Lease – The minimum lease of a unit is typically one year, but do negotiate and settle the terms of lease with the landlord.

Others – Consider the type of premise, unit size, and the furnishings provided. International student should also consider the number of people who will be staying with.
